Project Highlights
Hennepin County Road 17 (France Avenue) Improvements
PE Services provided contract administration, inspection, and materials testing for the Hennepin County Road 17 (France Avenue) Improvements project, a critical infrastructure upgrade spanning Bloomington and Edina. This multi-agency initiative aimed to enhance safety and accessibility along a high-traffic corridor, requiring extensive coordination between Hennepin County, MnDOT, local municipalities, and contractors.
Our team played a pivotal role in ensuring smooth project execution, proactively identifying and resolving construction conflicts before they became costly delays. Managing the intricate interchange of roadway reconstruction, underground utility work, pedestrian accessibility improvements, and new traffic control installations, PE Services facilitated seamless communication among stakeholders. By leveraging real-time field data collection and digital documentation tools, we maintained transparency and efficiency throughout the project lifecycle.
Key challenges included navigating complex utility relocations and maintaining traffic flow while upgrading pedestrian facilities to meet ADA compliance. Our inspectors worked closely with contractors to address field modifications in real time, ensuring compliance with project specifications while mitigating disruptions to businesses and residents.
Through this collaborative approach, PE Services delivered a project that improved multimodal accessibility, enhanced safety, and upheld the integrity of Hennepin County’s infrastructure investments. Our expertise in contract administration and field inspection ensured that the project remained on schedule and aligned with agency expectations, setting a strong precedent for future urban roadway improvements.
